Central Oregon Health Information Exchange (COHIE) Grant Projects

2026 Grantees

 

This project will modernize Deschutes County Health Services’ behavioral health infrastructure by securely migrating approximately 21,000 legacy client records into the Epic electronic health record system, improving data security, interoperability, and continuity of care. The initiative will reduce administrative burden, strengthen coordinated care across healthcare settings, and improve access to complete behavioral health histories for vulnerable populations throughout Central Oregon.

 

KIDS Center’s Mobile Child Abuse Evaluation Clinic Technology Project will expand access to trauma-informed child abuse evaluations in rural and underserved Central and Eastern Oregon communities through a mobile clinic equipped with secure forensic recording technology. Funding will support the implementation of iRecord Universe, a secure audio and video documentation system that protects sensitive medical and forensic information, strengthens multidisciplinary coordination, and minimizes trauma for children by reducing the need to repeatedly recount abuse experiences.

 

COIPA’s “Axe the Fax” project will modernize referral workflows across Central Oregon by replacing inefficient fax-based referrals with secure electronic, closed-loop referral exchange between independent healthcare practices. Building on a successful Epic pilot, the initiative will provide technical assistance, Direct Messaging enablement, and EHR configuration support to improve care coordination, reduce administrative burden, and create a scalable regional interoperability framework.
